Physician

A medical director must be appointed to oversee the program, including responsibilities such as training, collaborating with EMS, developing AED deployment plans, and evaluating each AED operation.

CPR/AED Training

The intended operator of an AED must undergo suitable training in cardiopulmonary resuscitation (CPR), the use of an AED, and the interpretation of advance directives from organizations such as the American Heart Association, American Red Cross, other nationally recognized CPR and AED courses, or an AED and CPR training program sanctioned by the Office of Emergency Medical Services.

EMS Notification

An organization offering an early defibrillation program must formally register the program with the Office of Emergency Medical Services according to the guidelines outlined in article 4-C of this chapter. This registration should include details such as AED placement, operator training, prearranged coordination with the EMS system, appointment of a medical director, AED equipment maintenance, and reports on AED usage. Additionally, the organization is required to inform the local EMS system and public safety answering point or an appropriate emergency dispatch center about the existence of their early defibrillation program, its location, and the program's coordination plan with the EMS system.

Maintenance

The defibrillator must be maintained and tested in accordance with the manufacturer's operational guidelines, and written records of these activities must be kept.

Notification of Use

If an AED operator provides emergency care to someone in cardiac arrest, they must promptly activate the EMS system and inform the program's medical director about the AED's deployment.
